the Al oxide layeris removed by using mercury(II) chloride solution and dil.HCl. Why mercury(II) chloride solution is used?

is it because it does not contain oxygen, so as the Al oxide layer is removed, it will not re-form? Since mercury(II) chloride solution has a high density, it shouldn't contain much gases and can act as an isolator
